[Abstract]
The government R&D support on SMEs needs to encourage innovation and make them to the first destructive innovation in the world. Annually, government announces plans to increase the effectiveness of government R&D support program, but opinions are
divided to whether it is a balanced support or appropriate scale. This study suggests government's portfolio of SME's R&D project, based on biannual Korean Innovation Survey by determinants of technological innovation, innovation type and level of innovation
using determinants of technological innovation, innovation type and level of innovation. These criteria include: the ratio of dedicated R&D personnel is over 10%, possessing dedicated R&D organization and patents, and export ratio is over 30%. Based
on these criteria, four programs, 'First Step R&D', 'Product & Process Innovation R&D','R&D for Innovative Firm', and 'R&D for Hidden Champion' are suggested.

This empirical study analyzes the effects of firm¡¯s investment on employment growth of non-financial companies among external audit corporation in Korea from 2008 to 2015. In order to analyze more precisely the effect of firms investment on employment growth, further study is needed considering the lag effect of investment and the mediating effect of investment, growth, and employment cycling.
